It doesn't sound like a bad idea, and a non-threatening one. Everyone (theoretically) wins. The thing to do would be to get some official to "think" of it, so that it would be "their" idea. The point about having your entire future summed up in 4 tests is also true but understandable. The worst thing however is people who score slightly below the requirement and bumping out other students who hit actually hit them through backdoor recommendations.
